Blank actor pic with Birth Year

I have noticed that if and Actor or Crew has a Birth Year a white(blank) pic box appears in the Cast/Crew section, and if no Birth Year then the box does not appear.

Bill Bailey 1938
Bill Bailey 1964
Ian Fleming 1908

Also the empty box appears when you click on Cast/Crew Information button the words "Drag an Image Here" does not appear. Is this normal?
